APPLICATION FOR THE CENTRAL BUSINESS DISTRICT
LOW-INCOME DISCOUNT PLAN
GENERAL INFORMATION
  • The Low-Income Discount Plan (LIDP) for the Central Business District Tolling Program ("CBDTP") is ONLY available for drivers:
    • Enrolled in a qualifying government assistance program (Supplemental Nutrition Assistance Program (SNAP); Temporary Assistance for Needy Families (TANF); or Special Supplemental Nutrition Program for Women, Infants, Children (WIC))
    • OR
    • Reporting Federal adjusted gross income on their income tax return for the prior calendar year in the amount of no more than $50,000
  • Eligible customers will receive a 25% discount on the Central Business District (CBD) toll after completing ten [10] trips in the CBD in the same calendar month at the E-ZPass rate. The 11th trip in the CBD will be tolled at a discounted rate. The discount does not include the overnight rate.
  • Enrollment in the LIDP requires a valid E-ZPass NY account. It is recommended that customers applying for LIDP and an E-ZPass NY Account for the first time complete the LIDP application before setting up an E-ZPass NY account. Existing E-ZPass NY customers will be required to provide a valid E-ZPass NY account number when completing the online LIDP application.
  • If mailing in the applications, existing E-ZPass customers must provide a valid E-ZPass NY account number on their LIDP application. New E-ZPass customers must mail both the LIDP and E-ZPass NY applications together.
  • You will be required to provide proof of (1) a Driver's License, (2) Vehicle Registration, and (3) Proof of enrollment in a qualifying government assistance program (SNAP, TANF, or WIC) or Proof of Income (IRS Form 1040 and corresponding W-2s from the most recent tax year). When submitting an IRS Form 1040 and W-2s, you MUST block out any social security numbers before submitting. Applicants will also be required to provide vehicle information (License plate number, State/Province) for the vehicle(s) used for the LIDP. Please review T&C for details on plan qualifying vehicles.
  • The name and address printed on each document submitted MUST match the Applicant's/Account holder's name and mailing address to be considered eligible for this plan (e.g., the name and address on the account holder's driver's license must match the name and address on the vehicle registration(s)), government assistance documents and income documents). Documents submitted for any additional drivers MUST include an address that matches the address of the Applicant/Account Holder.
  • Annual renewal/recertification is required for the LIDP based on the date the plan was added to the customer's E-ZPass NY account.
  • Applicants will receive a decision notice about 1 - 3 weeks after applying.
